host and cohost do not participate in polls.
There is also a setting on the web side that is something like "Allow participants to join before host" and you might need this enabled on the web settings. the cohost could be named admin support or whatever you want.
This should be everything, but I'd test it. Note that they require one of three security factors: passcode, waiting room, or authenticated users, so I believe that in order to do what you're saying (avoiding the first user being stuck in the waiting room), you have to use either password or authenticated users only (you could use both).
Click on advanced options and I think you need "allow participants to join anytime" to be selected here (not sure about this). At this screen, unselect waiting room, and select only authenticated users or password. Just call peole at the time with id and password of my meeting. And i want to call people to my meeting without me like host (i can heard recording later), and without pre schedulling meeting. there is a login button to login and start the meeting as the host.
